The Clinton County Veterans Service Commission (CCVSC) conducts its meetings in accordance with the Ohio Open Meetings Act (Ohio Revised Code Section 121.22), commonly referred to as the Sunshine Law. The Commission is committed to conducting the public's business in an open, transparent, and accessible manner while providing veterans and county residents with timely access to meeting information.
Regular Meetings
The Clinton County Veterans Service Commission holds its regular meetings on the second Tuesday of each month beginning at 9:30 a.m., unless otherwise announced by the Commission.

Regular meetings are open to the public in accordance with Ohio Revised Code Section 121.22(C), which provides:
"All meetings of any public body are declared to be public meetings open to the public at all times."
To promote transparency and encourage public participation, the Commission will make every reasonable effort to post meeting agendas and any available supporting information on this website at least 72 hours prior to each regularly scheduled meeting. While Ohio law does not require advance publication of regular meeting agendas, the Commission has adopted this practice as a matter of public accessibility and good governance.
Special Meetings
Special meetings may be called by the Commission when necessary to conduct Commission business.
In accordance with Ohio Revised Code Section 121.22(F), notice of each special meeting will include the date, time, location, and purpose of the meeting. The Commission will make every reasonable effort to post notice of special meetings on this website at least 24 hours before the meeting whenever practicable.
Emergency Meetings
Emergency meetings may be conducted when immediate official action is required. Public notice will be provided in accordance with Ohio Revised Code Section 121.22(F).
Executive Sessions
In accordance with Ohio Revised Code Section 121.22(G), the Clinton County Veterans Service Commission may enter executive session only for those purposes specifically authorized by law.
The Commission may not simply enter executive session. Before doing so, the following requirements must be met:

A member of the Commission must make a motion in open session stating the specific statutory purpose for the executive session.

The motion must be seconded.

The motion must be approved by a majority of a quorum through a roll-call vote.

The minutes of the meeting must reflect the statutory reason for entering executive session.
Executive sessions may be held only for one or more of the following purposes authorized by Ohio Revised Code Section 121.22(G):

Personnel Matters – To consider the appointment, employment, dismissal, discipline, promotion, demotion, compensation, or investigation of charges or complaints involving a public employee or public official. (ORC 121.22(G)(1))

Purchase or Sale of Property – To consider the purchase of property for public purposes or the sale of property at competitive bidding when premature disclosure could provide an unfair competitive or bargaining advantage. (ORC 121.22(G)(2))

Pending or Imminent Litigation – To confer with the Commission's legal counsel concerning disputes involving the Commission that are the subject of pending or imminent court action. (ORC 121.22(G)(3))

Collective Bargaining – To prepare for, conduct, or review negotiations or bargaining sessions with public employees concerning compensation or other terms and conditions of employment. (ORC 121.22(G)(4))

Confidential Matters Required by Law – To discuss information that federal law, state law, or a court order requires to remain confidential. (ORC 121.22(G)(5))

Security Matters – To discuss security arrangements or emergency response protocols when public disclosure could jeopardize the security of the Commission, its employees, or the public. (ORC 121.22(G)(6))

Economic Development Matters – To discuss confidential information related to certain economic development projects as authorized by law. (ORC 121.22(G)(8))
Veterans Service Commission Confidential Matters
In addition to the executive session authority provided under ORC 121.22(G), the Commission may conduct executive sessions as authorized by Ohio Revised Code Sections 121.22(J) and 5901.09 when considering confidential applications for financial assistance or other matters involving applicants whose information is protected by law.
Official Action
Executive sessions are closed to the public. However, no resolution, rule, or formal action may be adopted during an executive session. All official actions, motions, resolutions, and votes of the Commission must occur after the Commission has returned to open session, as required by the Ohio Open Meetings Act.

Meeting agendas will be posted on this page as they become available. Agendas are intended to provide the public with an overview of the matters expected to be considered by the Commission. The order of business may be modified as necessary to conduct Commission business.
Meeting Minutes
Approved meeting minutes are public records and will be posted on this website following Commission approval in accordance with the Ohio Open Meetings Act (ORC 121.22) and the Ohio Public Records Act (ORC 149.43).
Public Records
Meeting agendas, approved minutes, resolutions, and other Commission records are public records unless specifically exempt from disclosure by state or federal law. Public records may be requested in accordance with the Ohio Public Records Act (ORC 149.43).
